Noise Abatement Procedures 2008

Runway 26 Left Hand

• Departures:
Do not climb out straight ahead on departure
Turn Right 20 degrees after take off to avoid Culkerton village (1.5 miles west of the airfield on the centre line) and then resume own navigation.

• Circuit Traffic:
Turn left onto the crosswind leg before reaching Culkerton Village.
Do not turn base leg before the railway line. Avoid Kemble Wick and turn inside Kemble Village.


Runway 08 Left Hand

• Departures:
Do not climb out straight ahead on departure.
Turn left after take off to avoid Kemble village, 1 mile east of the airfield on the centre line. Pilots may request a right turn out on departure avoiding Kemble village and Kemble Wick.

• Circuit Traffic:
Turn left as above. Fly downwind outside Rodmarton village and turn final inside Culkerton village.


General:
• STRAIGHT IN APPROACHES ARE NOT ENCOURAGED.
• Avoid Rodmarton to the North West. Keep well clear of Aston Down (Gliders) and South Cerney (paradropping).
• Overhead joins are preferable.

Additional Charges and Terms & Conditions 2008

Terms and Conditions:

Please read the following terms and conditions thoroughly, as they may affect you.

1. Based Aircraft

1.1 All aircraft resident at Kemble Airport must purchase a block of movements each year, known as a Kemble Airport Annual Movement Contract. These are available from Kemble Air Services Ltd (KAS Ltd), who publish the rates for these annually.

1.2 The Annual Movement Contract (within certain limits) can be paid for in the following ways:
• One single payment in January
• Four quarterly payments in January, April, July and October
• Twelve monthly payments
Surcharges apply to quarterly and monthly payments as set out in the Annual Movement Contract and Visitors’ Landing Fees document.

1.3 The Annual Movement Contract should be purchased before 31st January of the year in question.

1.4 The Annual Movement Contract, Resident Aircraft Fees and Visitors’ Fees represent a contract with KAS Ltd for the provision of landing and storage facilities. Initial storage (parking) is inclusive in the landing fee until midnight on the day of arrival. Aircraft maintenance and hangarage will be charged separately.

1.5 The movement contract covers a specific aircraft for a specific number of movements within a specific time period (usually Jan 1st – Dec 31st).

1.6 A contract applies to one aircraft and will not normally be transferred to another aircraft, even if the original aircraft is unserviceable. Refunds will not be available for the period your aircraft is in maintenance. If you wish to transfer your contract to another aircraft please apply in writing to KAS Ltd. If your application is successful, an administration fee will be payable.

1.7 Based operators with several aircraft e.g. flying schools may apply to have an umbrella contract which covers all their aircraft. Prices on application to KAS.

1.8 Operators wishing to bring in another aircraft to cover one that is out of service should purchase a block of movements specific to that aircraft, or pay individual landing fees at the visitors’ rate.

1.9 Resident aircraft leaving Kemble part way through the year will be refunded only if the operator has paid for more movements than they have used at the date of leaving. The refund will be calculated:
• Leaving date between 1st Jan – 31st March
– 75% of unused movements
• Leaving date between 1st April – 30th June
– 50% of unused movements
• Leaving date between 1st July – 30th Sept
– 25% of unused movements
• Leaving date between 1st Oct - 31st December
– no refund

If the operator has used more movements than they have paid for so far, the balance will be payable by the operator to KAS Ltd prior to departure. Operators must give KAS Ltd as much written notice as possible – at least one month – of their intent to leave in order for refunds to be managed appropriately. Aircraft leaving without giving written notice may forfeit their right to a refund.

1.10 If an operator exceeds the number of movements they have paid for, we will charge per movement pro-rata, at the applicable rate. However, we reserve the right to require the operator to purchase another block of movements.

1.11 If, at the end of the year, the operator has used fewer movements than they have paid for, they will not be refunded.

1.12 Flight tests, proving flights, check flights etc will be charged at the published visitors’ rates.

1.13 KAS Ltd reserve the right to apply penalty charges to unpaid Annual Movement Contracts.

1.14 By purchasing an Annual Movement Contract, operators are confirming that they have read and will abide by the procedures set out in the Kemble Airport Flying Order Book and current Noise Abatement procedures. If a pilot or operator is deemed to have abused or violated these procedures, these concerns will be communicated in order to improve general safety and airmanship at the airport and in the ATZ. In cases of continued violation, KAS Ltd reserve the right to cancel the contract, in which case no refund will be offered.

2. Visiting Aircraft

2.1 Aircraft which are not based at Kemble Airport may, at the Airport Manager’s discretion, buy a block of movements if they feel this is appropriate. They will be subject to the relevant terms & conditions as set out in Section 1.

2.2 Visiting aircraft that are not covered by a pre-paid block of movements must pay landing fees at the published visitors’ rates. These fees are payable in the Operations Room on the first floor of the Control Tower on arrival.

2.3 Fees not settled at the time of landing will be subject to a minimum invoicing administration charge of £15 plus VAT with payment terms strictly seven days from invoice date.

2.4 Visiting aircraft from outside the UK: KAS Ltd reserve the right to charge an additional administration fee, where it is deemed necessary, in order to cover the bank charges incurred by international funds transfers.

2.5 Kemble is not a Customs and Excise Airport, therefore all invoices, including ones for overseas visitors, will have VAT added at the appropriate rate.

2.6 Additional charges:
• Handling (when appropriate): £25 plus VAT minimum charge.
• Tug, forklift, compass base: prices on application (please contact KAS Ltd)

3. Fuel

3.1 All fuel uplifts must be paid for on the day of the uplift. No credit facilities are available for fuel purchases.

3.2 Fuel purchases not settled on the day will incur a minimum invoicing administration charge of £15 plus VAT. Fuel invoices are payable immediately.

3.3 Regular fuel customers may apply to lodge details of a form of direct payment with the accounts department, and a receipted invoice will follow by post.

4. Extension of airport hours

4.1 Kemble Airport hours of operation are:
- Winter (GMT): 09:00 to 17:00 (Local) or sunset, whichever is earlier.
- Summer (BST): 09:00 to 18:00 (Local)

4.2 Additional charges for out of hours movements for VCR and RFFS cover will apply outside these hours:

1: VCR Only £35.00
2: VCR + RFFS Cat 1 £105.00
3: VCR + RFFS Cat 2 £140.00
4: VCR + RFFS Cat 3 £175.00
Charges are per hour and do not include VAT.

Waiting time will also be charged if KAS staff are kept in their posts due to a late arrival/departure.

4.4 All fixed wing jet aircraft over 5 tonnes will require a minimum of Category 2 fire cover.

4.5 Additional staff e.g. refueller will be charged at £35 + VAT per man hour


4.6 Visiting aircraft must give as much notice as possible if they wish to use the airport out of hours. If you have requested an extension of airport hours and wish to cancel, you must give at least 24 hours notice. KAS Ltd reserve the right to charge for cancellation at less than 24 hours, and non-attendance of the aircraft without prior cancellation will result in full fees being payable.

5. Wherever possible, all requests for additional services (e.g. lights, RFFS) must be made in writing.

6. Kemble Air Services Ltd reserve the right to adjust the charge for any service at any time.

7. NB: Our payment terms are 7 days from the invoice date with the exception of fuel, for which payment is due immediately.
